Project Description

The Reedley Parkway corridor/bike and pedestrian trail project is a continuous 3.2 mile, multi-use, non-motorized, tree-lined transportation corridor constructed on rail banked railroad right-of-way. The corridor ranges in widths from twenty feet (20′) to one hundred feet (100′) and follows a clearly defined route which extends in a northwest to southeast direction from the Kings River through the center of the City and to the City’s Sports Park.
 
 
The Reedley Parkway connects some of the community’s busiest east/west arterial streets and north/south arterial streets, terminating at the Sports Park in the southeast portion of the City. Along its route, the Reedley Parkway connects most of the City’s commercial center, City Hall, downtown Reedley, Reedley College, Reedley High School, an elementary school, a Park and Ride facility, City industrial sector, and Sports Park.
 
The Reedley Parkway is widely used by people of all ages. Bicycling, walking, jogging, picnicking, and rollerblading, are frequent uses of the Reedley Parkway.

Project Organization/Background

The City of Reedley has been developing several approaches to reduce air pollution. The Reedley Bikeways Plan is a subsection of the Reedley General Plan Circulation Element and serves as one of the several transportation modes which comprise the Circulation Element. When the prior Circulation Element was prepared in August, 1993, it was not known that the Tulare Valley Railroad was contemplating abandonment of the portion of their railroad through Reedley. Consequently, the adopted Circulation Element did not show the TVRR right of way to be proposed to a bicycle/pedestrian pathway.
 
With an outpouring of strong community support in 1997, the City of Reedley set the preparations for the bikeway project according to the objectives of the General Plan, namely that a continuous and easily accessible bikeways system facilitating bicycles as a viable alternative transportation mode with priority given to bikeways that would serve the most cyclists and destinations of greatest demand, such as employment centers, schools, college, the downtown, and other commercial centers. The Parkway project includes amendments to the General Plan Land Use and Circulation Elements and the Zoning Ordinance. Owners and operators of connected sites are encouraged to provide secure bicycle parking and participate in the promotion of bicycle transportation. The Reedley Parkway is categorized as a Class I Bicycle Path.

Emissions Benefits/Cost Effectiveness

The benefits from this project have been that it provides a convenient access for people to walk and/or ride their bicycles instead of driving their vehicles to commute to work, school, and commercial centers in the community. Estimates are that this project will eliminate 218,000 vehicle trips over the first 20 years of the life of the project.
 
Reedley’s growth rate is approximately 2.5 % per year. As the Reedley Industrial Park is developing, as is the City’s new Sports Park, we expect the number of jobs along the project route to increase substantially over the next 20 years. Combined with the fact that the Parkway is within the Redevelopment Project Area which encourages infill housing, it is quite possible that the number of bicycle commuters will far exceed our initial estimate.

Current Parkway Operations, Volunteers, and Donors

Since 1997, the Reedley Parkway has benefitted from on-going community involvement. The Reedley Parkway operates under the auspices of the Reedley Parks and Recreation Foundation, a 501(c)3 Non-Profit. Parkway agenda is discussed at each monthly foundation meeting. The seven members of the foundation represent varies aspect of Reedley life.
 
The Parkway is maintained through a combination of City staff and community volunteers. The City lead is Chris Tamez (559-638-5158); the contact for the Reedley Parkway Committee is Dale Melville (559-355-5880). Community volunteers have agreed to maintain trees and plantings along pathway mileage markers. Current volunteers and the sections they maintain are listed below:

Over the years, donors have served an important role in developing the Parkway, providing funding for benches, drinking fountains, picnic tables, bike racks, donor recognition sites, supplemental landscaping, and a storage container for maintenance equipment. Major donors include Adventist Health, Reedley Kiwanis, David’s, Lions Club, and Sign Ranch. Contributing donors include Lee’s Service, Thiele Technologies, Ramon da Pena, Bobby Rawson, Rod’s Body & Paint, Fresno Roofing, Tom & Sherril Hannon, Greg Essman, Dale Melville, Reedley Lumber and numerous others that have purchased benches and trees for the Reedley Parkway.

How you can be a part of The Parkway

There are several vehicles for assisting the Parkway through donating one’s time, expertise, and/or financial support.
 
Donations of Time: (1) Volunteer to maintain a section(s) of the Parkway, (2) volunteer or participate in the annual Fiesta run/walk, (3) and/or (4) attend a Reedley Parks and Recreation Foundation meeting.
 
Donations of Expertise: (1) Website construction and maintenance (www.reedleyparkway.info) , (2) maintaining the Parkway’s Facebook page (Facebook/rails to trails), and/or (3) providing in-kind services, supplies, or equipment for the Parkway.
 
Financial Donations: (1) donate a tree in honor of you or friend/family member, (2) purchase a tile for the Parkway donor board with yours or friend/family members name on it, (3) sponsor our annual Fiesta run/walk, and (4) donate a bench with your name on it.
The Reedley Parkway Fund operates under the Reedley Parks and Recreation Foundation, a nonprofit 501(c)3 corporation, donations are tax-deductable; checks should be made payable to the “Reedley Parkway Fund”.
